PixelRecolor

A tool that scans all pixels in an image and lets you recolor all pixels of a color to another color.

This app is meant for pixel art graphics, but can handle any image, however there is a pixel size limit. If the application does not allow you to open an image, you can try to increase the maximum pixel count in Settings->MaxPixelCount.
